Electric Mobility Canada (EMC) has submitted its comments and recommendations to the Government of Quebec regarding the proposed amendments to the province’s Zero-Emission Vehicle (ZEV) Standard. Since its adoption, the standard has played a central role in making Quebec Canada’s leading market for electric vehicles by increasing vehicle availability, supporting industry investment, and helping reduce transportation emissions.

In its submission, EMC argues that the proposed changes would significantly weaken the effectiveness of the standard. The organization notes that Quebec’s own regulatory impact analysis projects fewer electric vehicles on the road, higher greenhouse gas emissions, increased gasoline consumption, and a substantial net cost to Quebec society if the proposed amendments are adopted as drafted.

EMC supports maintaining a strong and ambitious regulatory framework while recognizing that certain temporary flexibility measures may be warranted. The submission recommends preserving the core integrity of the standard by prioritizing zero-emission vehicles, maintaining effective credit rules, and ensuring that any adjustments continue to support Quebec’s long-term economic, environmental, and energy objectives.
