Where do Canadians stand?
In September 2025, EMC set out to find out where Canadians stood on EV regulation. Conducted by Abacus Data, this survey was conducted with 1,500 Canadians from August 28 to September 2, 2025. A random sample of panelists were invited to complete the survey from a set of partner panels based on the Lucid exchange platform. Here are the results:
EV industry leaders hold a press conference at Parliament Hill
On September 16, 2025 leaders from across Canada’s EV ecosystem gathered to hold a press conference in Ottawa. Representatives of the industry discussed the federal government’s recent decision to pause and review its Electric Vehicle (EV) Availability Standard, which included sales targets for zero-emission vehicles.

Misinformation about Canada’s EV Availability Standard is spreading quickly, but the facts tell a very different story. These key messages cut through the noise — highlighting how the policy supports jobs, protects consumers, reduces pollution, and ensures Canada doesn’t fall behind in the global clean transportation shift.
On jobs: Canada is not losing jobs — it’s gaining them. The shift to EVs is driving new job creation in battery plants, supply chains, and EV manufacturing.
On the $20,000 penalty claim: There is no $20,000 penalty under the ZEV regulation. In fact, there are zero financial penalties in the standard — this claim is false and misleading.
On the 20% ZEV target for 2026: The real 2026 target is well below 20% due to early credit flexibilities — closer to 14–17%, not the headline number. The policy is more gradual than critics suggest.
On hybrids being counted as ZEVs: Conventional hybrids are not ZEVs. They rely on fossil fuels and in some cases pollute more than the most efficient gas-only vehicles.
On GHGs and air pollution: It’s telling that opponents say nothing about rising air pollution and vehicle GHGs — which the EV Availability Standard directly helps reduce. According to the TAF report on ZEV targets and health benefits, it will help save 11,000 lives between now and 2050.
On market certainty: Regulation provides the predictability investors need. Without it, EV manufacturing, fleet upgrades, and charging infrastructure stall.
On the “Free Market” argument: The market is already distorted — by massive fossil fuel subsidies, past auto bailouts, and government supports for combustion vehicles. EV rules level the playing field.
On Canada’s vehicle efficiency: Canada ranks dead last among industrialized countries for fleet fuel efficiency. That’s unacceptable for a G7 country and must change.
On past voluntary agreements: Canada tried voluntary targets with automakers. They missed by 95%. Experience shows: voluntary doesn’t work. Regulation does.
