A unified industry perspective on Canada’s EV Availability Standard
Electric Mobility Canada (EMC) has submitted a comprehensive set of recommendations to Environment and Climate Change Canada as part of the 2025 review of the Electric Vehicle Availability Standard (EVAS). This document reflects the collective voice of Canada’s electric transportation ecosystem and outlines targeted amendments to preserve the integrity of the regulation, support domestic manufacturing, and ensure policy clarity.
Key recommendations include:
-
- Waiving the 2026 compliance obligation while preserving credit generation
- Maintaining core compliance ratios through 2032
- Flatlining targets after 2032 and removing the 100% ZEV target
- Preserving credit eligibility for plug-in hybrids while excluding conventional hybrids
- Eliminating underused or misrepresented flexibility mechanisms
EMC’s submission emphasizes the importance of a strong EVAS as a climate tool, an industrial strategy, and a mechanism for consumer affordability. It is grounded in market realities, supported by data, and designed to ensure Canada remains a priority market for zero-emission vehicles.
